The issue is that with your new install of the MS 365 the procedure must have deleted the previous license activation and there were no available activations (they had been previously used). We have refreshed the license and it can now be reactivated.

You are correct. Unlike Response plans which can be both quantitative and qualitative, mitigation plans are qualitative plans and has no effect on the simulation results.
