Check the file and noticed that there are a lot of global risks many of which are assigned to activities that have local task risks. The issue is that with your new install of the MS 365 the procedure must have deleted the previous license activation and there were no available activations (they had been previously used). We have refreshed the license and it can now be reactivated.

You are correct. Unlike Response plans which can be both quantitative and qualitative, mitigation plans are qualitative plans and has no effect on the simulation results. If this is happening when the risk is assigned to a single task, I suspect that the activity has a resource with a rate associated with it as well. When you have a schedule risk assigned to a task with a resource rate this will also generate "time dependent" costs. Here is how this works. ...

You can also new Risk Information dialog for risk assignments:
