One of the most common complaints of modern project management is the failure of managers to estimate project costs consistently and accurately. They often either intentionally or unintentionally underestimate cost due to cognitive and motivational biases. Contingencies are spent at the beginning of the projects and projects are completed over budget.

At the same time some organizations place premium on ensuring projects do not exceed their budget. As a results contingencies and margins become bloated and the projects become less efficient and competitive. Risk in projects can come from two main sources Risk events and uncertainties. Risk events are discrete risks that are commonly captured in risk registers and are characterized by probability and impact.
